Connect2Luton are excited to recruit a Digital Services Business Analyst on behalf of Luton Borough Council. Main purpose of position: As a Business Analyst you'll work alongside our product team (including user researchers, content designers, a service designer and project and product managers) to manage the business analysis processes for new digital products, including processes mapping, defining user and business needs and business requirements for Luton's internally and externally facing digital services, build using a low code platform. You'll work closely with teams and senior stakeholders across the organisation to understand needs, designing and running workshops, interviews and other analysis activities, supporting the design of new services and processes that ensure users can complete their goals and that our digital services support the delivery of Luton 2040. This will include working with service lines to help them understand their services, products and data, map current and future scenarios, and articulate their transformation objectives as well as synthesis of information and evidence into user stories and backlog items, helping and challenging services prioritise development and improvements. You will be responsible to: Engage with stakeholders at all tiers of the Council to understand their business processes and document their needs and requirements, using workshops, one to one meetings and a variety of other engagement formats. Engage with service areas across the organisation to help them understand agile ways of working as well as the business analyst's skill set, and to help them articulate the possibilities in their area for digital transformation. Challenge services in a constructive and engaging manner to streamline and standardise processes wherever possible. Using the most appropriate techniques and tools and working with colleagues e.g. developers, user researchers as well as product owners, break down user needs and requirements, prioritise them, estimate work effort, research possible solutions options. Visualise service journeys in a variety of tools; map current and future processes, to quantify steps and pain points, and prioritise development as well as agree product scope. Lead investigations into service gaps and friction and make recommendations for service improvement. Use synthesis and analysis methods to develop actionable insights, spot opportunities for service improvement and product development. Use data to ensure services are accessible, intuitive and simple. Build and execute research and data gathering plans to help understand user need, including digital inclusion. Measure the impact of our products, services and proposed changes throughout the design and delivery processes. Conduct demand and financial analysis to quantify the potential impact and changes and help prioritising effort and investment. Connect2Luton are excited to recruit a Bricklayer on behalf of Luton Borough Council. Main purpose of position: To complete a range of Bricklaying and multi-trade work including related site surveys and providing lists of materials to complete contracts and day to day repairs and refurbishment's within set timescales and costs. You will be responsible to: Carry out a comprehensive range of Bricklaying repairs and multi-trade refurbishment project work, across various sectors including domestic property, high rise, schools, shops, industrial units etc. Self-diagnose appropriate repair or maintenance activity, to effect appropriate repair comply with risk assessments and method statements and plan workloads to ensure that contract completion conditions, dates and costs are met. Undertake project work including multi-skilled activities related kitchen/bathroom installations, including floor laying and tiling. Ensure that all work is completed by appointment, and via the use of job ticket or handheld technology. Diagnose and use materials to effect the repair in hand. Carry out concreting, dry lining, floor and glaze tiling, cutting out doorways, fitting floor and skirting boards and working with concrete slabs. Carry appropriate materials as impress van stock, ensure outgoing stock is recorded, and logged on handheld technology. Ensure stocks are replenished in line with approved procedure. Take material measurements from drawings and/or from site measurements; determine quantities and materials lists to meet the specifications and to ensure materials are ordered correctly. Ensure that work is carried out in accordance with Health & Safety legislation and that the work site is kept clean, tidy and secure. Skills and Experience: Demonstrable experience of working with Schedule of Rates, and to specifications including working from drawings Demonstrable experience of undertaking work requiring a range of Bricklaying and related skills, associated with day-to-day maintenance and refurbishment project work Able to use own initiative within established procedures Able to assess and address problems arising on-site e.g. type of materials required, equipment required to carry out the work and safe working assessments Advanced Bricklaying apprenticeship to NVQ Level 3 Basic Bricklaying apprenticeship and NVQ Level 2/ City/Guilds qualification or equivalent qualification and equivalent experience Able to carry and climb ladders to undertake inspections and gain access to loft spaces and roofs. Main purpose of position: To assist in the proactive procurement and management of developer contributions through the Section 106 (S106) Agreements and/or Community Infrastructure Levy. Identify and implement stringent S106 monitoring processes with internal and external stakeholders. This should include setting up formal delegated processes for drawing down S106 contributions and monitoring and approving spend by the relevant departments. To respond to key national changes in policy, practice, and legislation governing S106/CIL/National Infrastructure Levy collection, monitoring, spend and reporting. This will include providing assistance and leading on implementing organisational and procedural changes within the Council. Introduce processes to enforce non-compliant S106 developments, including setting up a governance process for securing and allocating S106 funds, and internal officer working groups. Provide assistance and guidance in reviewing and drafting planning policy documents seeking S016 contributions. Monitor all S106 and conditional requirements arising from the operation of London Luton Airport and developments on associated land. Assist planning officers and the Council's Solicitor in negotiation of S106 agreements. You will be responsible to: Analyse, appraise and understand complex S106 and legal agreements.
