A client within the Public Sector based in Greater Manchester is currently recruiting for a Project Surveyor to join their Capital Programmes Division - Minor Works / Design & Delivery Team as soon as possible. The client is offering a full time, temporary position on an ongoing basis with the ideal candidate having experience of working within a local authority within a construction / capital projects environment . The Role Key purpose of the role is to deliver a professional building surveying and technical consultancy service across a range of capital improvement and maintenance projects, ensuring compliance with statutory requirements and supporting the Council's corporate objectives.Key responsibilities will include but not be limited to:• Acting as lead officer on small improvement and maintenance projects, and supporting larger, more complex capital schemes• Undertaking building surveys to assess condition, boundaries, structural issues and preparing AutoCAD drawings• Preparing feasibility studies, specifications and detailed design proposals in line with statutory regulations and local development plans• Managing project budgets from design through to delivery, including financial reporting, cost planning and monitoring contractor performance• Coordinating contractors, sub-consultants and stakeholders to ensure projects are delivered on time, within budget and to required quality standards The Candidate To be considered for this role you will require:• A relevant qualification (HNC/HND, BSc or MSc) in Building Surveying, Construction Management or a related discipline• Commercial experience within a construction project environment• Willingness to work towards full membership of a professional body such as MRICS (or equivalent)The below skills would be beneficial for the role:• Experience working within a Local Authority or Public Sector capital programmes environment• Strong knowledge of construction technology, procurement and tendering processes• Experience in budget management, cost planning and contractor performance monitoring• Understanding of project risk management and health & safety legislation• Experience providing advice on sustainability, energy use and carbon reductionThe client is looking to move quickly with this role and as such are offering £28 per hour Umbrella LTD Inside IR35 (approx. £22 per hour PAYE) . The client is offering a full-time, temporary position on an ongoing basis, with the ideal candidate having experience of working within a local authority in a highways, transportation, or civil engineering environment . The Role The key purpose of the role is to manage teams delivering a variety of highway, transportation, and seasonal-related projects, ensuring schemes are delivered safely, efficiently, and within budget. You will be responsible for procurement, planning, feasibility, and financial and resource management of projects ranging from minor works packages to large-scale, multi-agency transportation schemes. Key responsibilities will include but not be limited to: Managing the delivery of a wide range of engineering projects on and adjacent to the highway, including financial accounts. Implementing value-for-money and innovative solutions to meet technical and project requirements. Leading and managing site-based teams across planned, reactive, drainage, and street lighting works, including evening, night, and flexible working models. Attending progress meetings, public consultations, and meetings with local Councillors. Motivating and developing junior staff to achieve high standards of performance and safety. The Candidate To be considered for this role you will require: Degree or Master's in Civil Engineering or a related discipline, or proven ability at that level. In-depth experience of highway and structural project delivery, including Health & Safety, CDM, risk management, IEE regulations, and BS7671. Experience of managing staff, including performance, absence, and HR-related issues. The below skills would be beneficial for the role: Competence with Microsoft Office, GIS mapping systems, and an understanding of AutoCAD. Experience delivering projects in a local authority environment, including consultation and negotiation with Councils, statutory undertakers, and other organisations. Ability to respond effectively to adverse weather conditions and flexible seasonal working hours.
