About the Role: As a Principal Mechanical Engineer, you will spearhead the mechanical design delivery for large-scale data centre projects, ensuring all outputs adhere to the highest engineering standards and regulatory requirements. The Technical Business Analyst role will be based on-site in Guernsey and will support the core banking transformation, new product launches, regulatory change, and integration with payments, digital channels, and downstream systems. Business & Domain Analysis Elicit, analyse, and document business requirements related to core banking domains. Translate regulatory, operational, and product requirements into clear functional specifications. Act as a subject matter expert on banking processes, product behaviour, and lifecycle events. Technical Analysis & Solution Design Convert business requirements into detailed technical requirements, including: o API contracts (REST/JSON, event schemas) o Data models and mappings o Integration flows and sequencing Work closely with solution architects to: o Validate architectural decisions o Ensure alignment with target-state core banking architecture Support design of integrations between: o Core banking systems o Payment engines o Digital channels and middleware o Data platforms and regulatory reporting systems Delivery & Agile Collaboration Collaborate with Product Owners to refine epics, features, and user stories. Write clear, testable user stories with acceptance criteria that reflect both business and technical needs. Support sprint ceremonies (backlog refinement, sprint planning, demos). Strong hands-on experience with core banking platforms (e.g., Temenos, Mambu, Thought Machine, Finacle, TCS BaNCS, Flexcube, or equivalent). Solid understanding of banking products and accounting principles. Experience supporting regulatory change and compliance-driven initiatives. Technical Skills Strong understanding of: o API-driven architectures o Microservices and event-based integration o Data models and relational databases Ability to read and interpret: API specifications (Swagger/OpenAPI) Sequence diagrams Data schemas Familiarity with cloud-based architectures (AWS, Azure, GCP) is highly desirable. Proficiency in using AI-enabled productivity tools, such as Copilot, to improve efficiency, generate insight and support decision-making. Job Summary: This post requires detailed knowledge of technical matters but also capacity to work within the broader policy and political context of Government. The post holder will work closely with other government departments and provide technical advice to support development of new policy which is both deliverable and technically sound. Candidates will be good communicators, able to present technical issues clearly and succinctly and to represent the BSR (Building Safety Regulator) with other departments, industry and standards making bodies. Contribute to the development and review of policy, technical standards, and guidance related to building control, building regulations and Duty holder compliance under the new regulatory regime. Contribute to learning across the BSR by producing guidance notes and helping shape training for operational colleagues and MDT participants. Qualifications: Professionally qualified building control professional, with demonstrable competence to work on higher-risk buildings and registered as a Class 3 Category H Registered Building Inspector. Full member of RICS, CABE,CIOB or equivalent.
