Mechanical Project Engineer (Tanks & Pipes) (Location: Remote / Home based) The role : We are looking to recruit a Mechanical Project Engineer to join our Engineering Team. It is preferable that the successful candidate will live within reasonable commuting distance of an OPA asset, or be prepared to travel as required to satisfy work commitments. The successful candidate will plan and manage the programme of Mechanical and mixed trades Minor New Works Projects at the facilities operated and maintained by the OPA. Ensuring that all work is executed on time and to budget/estimates and in full compliance with company standards and applicable legislation. This role requires the postholder to work in conjunction with the appropriate Technical Authority for the OPA in respect to Mechanical Engineering activities, associated with projects or engineering works currently ongoing across the facilities operated and maintained by the OPA. With responsibility for all stages of development and implementation of a number of projects and/or engineering works at various locations at any one time, and the management of all aspects of Project delivery overseeing third party contractors/professional contract engineers, or consultant companies, who conduct engineering activities on various projects or engineering works on behalf of OPA. There will be a need to build strong working relationships with all internal stakeholders and in particular HSSEQ and the relevant Depot Engineers as well as with external stakeholders including O&M and other contractors, Competent Authority (CoMAH) representatives . There will be some travel with overnight stays to sites within the UK and occasional overseas travel to support the business as required. Therefore a full (preferably) clean driving licence is essential for this role. Responsibilities: Lead the management and inspection of Static Equipment to include pipelines, tanks, vessels, and associated equipment. Function as an EMMUA 159 / API 563 Tank Assessor for all OPA managed facilities. Lead the management and inspection on all pipeline systems in accordance with API 570 within the OPA managed Facilities. Be a key contributor to the improvement of project management systems, procedures, and workflows. Plan and manage the programme of works for Engineering Projects & Mechanical tasks associated with Engineering in line with company standards and relevant and UK / European legislation, ATEX, PLSG, API, EEMUA etc. Develop Mechanical scopes of work at concept, FEED and detailed design level. Develop the scope of works based on 3rd party inspection reports/data. Develop budgets and forecasts for programme of work. Liaise with other members of the OPA Asset Technical Team on standards & codes. Identify and select suppliers in line with relevant legislation and Agency procedures. Produce detailed programme of works/Gantt charts etc. Working knowledge of COMAH, MOC, and CDM regulations. The candidate: Candidates must hold a relevant Mechanical Engineering degree or HNC/HND with relevant experience, and be able to demonstrate significant project management experience, preferably within a COMAH regulated industry/operation. As well as being Chartered or working towards Chartership with a relevant Institution. Required Knowledge and skills: Have extensive experience of leading direct and indirect technical engineering projects and Stakeholder groups / teams engaged in the delivery of complex projects within demanding time, quality, and cost constraints, Able to demonstrate good management / people relationship skills, in particular team management and dealing with Contractors, Solid understanding of good project management principles; able to act as an intelligent client. Excellent communication skills at all levels, Mechanical engineering design and installation in a hazardous area process plant environment, Ability to develop new ideas and solutions and have an awareness of current and new emerging technologies, Working knowledge of current legislation relating to industry such as API, EEMUA, ASME, ATEX, BS, PSLG, COMAH, CDM etc.

Administrator Location: Garelochhead, Helensburgh, Argyll & Bute The Role: An opportunity has arisen within our HSSEQ function (Health, Safety, Security, Quality & Environmental), as we seek to appoint dynamic Administrator for this small and very busy Department, to be based at our OFD (Oil Fuel Depot) at Garelochhead, Helensburgh, Argyll & Bute. This is an exciting time to join the OPA as the Agency is growing commercially and taking on facilities overseas. Candidates need to self-motivated, able to multi-task, have good organisation and administration skills with attention to detail and accuracy being essential. Able to deliver the outputs needed to strict deadlines in order to provide a comprehensive high end technical administration and support for the development, control, and management of documentation, audits, and a wide range of activities for the HSSEQ team, particularly the management of correspondence, including correspondence to the Competent Authorities (CA) who include HSE, EA & SEPA. Arrange travel and accommodation for the HSSEQ Team and others (when other Administrators are away). Co-ordinate various HSSEQ processes through collation of papers, documents and agendas and circulation to owned distribution lists. Organise and maintain appropriate electronic filing systems. Handling confidential matters and cover for other Administrators/PA when they are on leave. Highlight deadlines for reports and documents. Process Purchase Requisitions and invoices using Focal point as required. Liaise with other Administrators. Document formatting to ensure standardised approach. Assist with monitoring of regulatory actions. Provide technical administration support in the provision of information. Manage of correspondence, including CA correspondence. The Candidate: Candidates must have good GCSE qualifications (or equivalent) with previous experience in a PA/Senior Administrative role, preferably in a technical post. Project coordination experience would be a distinct advantage. Applicant must have advanced IT skills, particularly MS Office, Word, PowerPoint & Excel.

Working as part of a small maintenance team, this safety critical role focuses on tasks being carried out to high standards of safety, to ensure no harm to people or the environment. Predominantly working outside involving manual handling and some occasional work within a confined space, there may be a requirement to travel to other sites or for training, therefore a full (preferably clean) driving licence is essential. This role requires candidates to show they are a motivated team player, be willing to be part of a rostered on-call team and to undertake short notice overtime. You will be able to demonstrate a strong understanding of the foundations of health and safety, have a good safety conscious record, along with high standards of honesty and confidentiality. Mechanical Technician Responsibilities: Carry out planned maintenance activities and defect rectification efficiently, Reporting of site defects immediately to Depot Engineer for rectification, Complete weekly / monthly PPM paperwork in agreed time scale with Depot Engineer, Prepare the work area for more complex maintenance of depot, systems, or components, Utilise diagnostic techniques to identify faults in depot systems and components, Understand technical drawings, P&ID s, isometrics, general arrangements, A good understanding of Safe Systems of Works / RAM s / PTW. Will be required to review works and produce RAMS to carry out the task safely, The candidate: Candidates will need to be qualified Mechanical Technicians, having completed a recognised Mechanical Craft Apprenticeship or Equivalent covering for example the following subjects, (NVQ Level 2 Performing Engineering Operations, NVQ Level 2 (QPE007 - Forming & Assembling Pipework Systems, Level 3 BTEC Mechanical Maintenance, NVQ Level 3 Mechanical Maintenance) as well as having completed recognised Flange Management Training. You will need to have a strong working knowledge of rotating and static plant, including, tanks, pumps, valves, pipework, tanks, oil separators, pumps, compressors, valves, actuators, and piping systems. A working knowledge of Mechanical CompEx EX-11 would be highly desirable. You can also expect to occasionally be carrying out some working in confined spaces, therefore you need to be medically fit to use Breathing Apparatus, as well as have a natural ability to work collaboratively with other team members and others with whom you may have dealings in a professional manner, and be computer literate with the ability to fill out paperwork accurately and in a timely manner as well as updating computer records. We would particularly welcome applications from time served crafts persons, including those who completed modern apprenticeships, with significant experience, who are willing and able to mentor apprentices.
