Positive Employment is currently recruiting for a Project Manager for our client a local government organisation in Derby. The successful candidate will manage delivery of building projects ensuring that all works are carried out in an efficient manner and delivered to budget, timescale and specification. Brief, appoint and manage consultants for project work as necessary, writing specifications and tendering for work. Services include but are not limited to new build, adaptation, refurbishment, conversion, alteration and demolition work. This role is a 3 month initial contract with with a decision to recruit to a full-time position for a further 9 months on a temporary full-time contract. This role is hybrid working. Duties and Responsibilities but not limited to: Effectively project manage the overall project delivery of building construction and maintenance projects, complying with the professional bodies code of conduct. Ensure effective project management of the assigned projects, applying approved project management techniques. Project manage significant construction and similar projects, including assembling, leading and directing multi-disciplinary teams, both in-house and external, throughout feasibility, design, procurement and construction phases to achieve successful outcomes. Contribute towards the programme planning, resource planning, budget planning, quality of service and value for money of the sections projects. Take a lead role in ensuring that fee income targets are successfully forecast, monitored and recovered. Prepare, manage and monitor the project budgets. Be responsible for budget management of your allocated projects, reporting regularly on financial position in accordance with Clients requirements and ensuring projects are delivered in the most cost effective, efficient way. Provide high accountability for the effective use of considerable financial resources. Contribute towards the preparation of the organisation's property and construction Frameworks and contracts to ensure compliance with European procurement legislation, contract conformity and management of performance criteria for a range of contracts, acting as the clients agent, overseeing procurement. Manage the effective project management processes of assigned projects, applying approved project management techniques. Be accountable for overall control and governance of assigned projects, specifically managing a portfolio of projects in accordance with the organisation's project and budget management procedure and in accordance with procurement procedure rules. Responsible for ensuring whole life costing of building projects, taking into account component life failure, health and safety, sustainability, maintainability and flexibility if adaptation and future re-use. Participate in the introduction and development of processes and procedures, as required by the Client, including IT based systems to improve the efficiency of asset management, specifically contributing towards updating and maintaining the Councils Asset Management Database using the specified asset management software. Capture and transfer accurate project and asset data, warranties etc. at the end of the project into the councils Corporate Asset Management System (CAM) System to allow other PD&M teams and customers to manage their buildings effectively. Ensure services asset registers are regularly reviewed and kept up to date. Working Hours: 37hrs / 9:00am - 17:00pm / Monday to Friday Pay: £370.67 per day Please note this role is within the scope of IR35.

Positive Employment is currently recruiting for a Application Support Officer for our client a local government organisation in Chester. The successful candidate will support an essential team responsible for ensuring the effective operational delivery of the organisation's ERP system as part of a Transactional Shared Service. The role has a focus on system administration, monitoring performance, maintaining system stability and working through support calls and service requests. This role is a 2 month initial contract with the possibility to extend. Duties and Responsibilities but not limited to: Responsible for ensuring the effective operational support and development of the Unit4 ERP system on behalf of the organisations. Manage service requests, escalating system defects and service requests with the 3rd party support contract. Provide frontline support of the Unit4 and linked systems including troubleshooting system problems, providing resolution. Processing service requests, access/security administration, UAT, and supporting system upgrades. Day to day responsibility for monitoring the system performance, support/defect calls and service requests. Undertake system administration duties for the Unit4 application. Personal Requirements: Must also have a history of working in system administration providing support for system defects and providing front line support. Experience and knowledge of transactional, finance and/or payroll processes is desirable as well as experience of investigating and troubleshooting system errors. Excellent communication skills and an ability to interpret and present data in a meaningful way. A pro-active and positive attitude with the ability to manage pressure effectively within a fast-paced environment is key. Functional configuration background ideally relating to Unit4 but other similar roles and experience would be desirable. Knowledge of the Unit4 application would be desirable as would experience in a similar system or position. Working Hours: 37hrs/9:00am - 17:00pm/Monday to Friday Pay: £22.85 per hr Please note this role is within the scope of IR35.

Provide direction and guidance to less experienced colleagues within Highways Development Management, so as to provide a proactive, effective and cost-efficient service. Provide a Highways Development Management perspective to the development of policy and strategy for the Local Transport Plan, and the Highway Authority. Facilitate economic sustainable development within the County in the context of the organisations. Key Responsibilities: Engage in pre-application discussions with Planning Officers, developers and consultants as appropriate. Provide HDM advice on the need for, and scope of, Transportation Assessments, Transportation Statements and Travel Plans, and to undertake an assessment of these documents when submitted in support of planning applications. Provide appropriate recommendations on highways and transport issues within agreed timelines to District planning authorities in response to consultation on planning applications including mitigation and developer contributions. Represent the Highways Authority at County and District Planning Committee meetings, and other stakeholder meetings, and site visits, to provide highways and transport advice in relation to planning applications and Local Plan spatial growth options. Negotiate Section 106 financial contributions to strategic infrastructure that supports the objectives of the Local Transport Plan. Instruct the Major Projects team concerning the design and delivery of Section 106 funded schemes. Instruct Legal officers to prepare and enter into legal agreements with 3rd party developers. Commission supporting services from transport consultants. Establish and maintain appropriate professional working relations with Elected Members. Prepare evidence and present the highway authorities case at planning appeals or Public Inquiries. Train and mentor junior members of staff. Line manage the development coordinator's and technicians within your geographic areas of responsibility. Personal Requirements: Substantial experience in a public or private organisation dealing with Highways development management issues. Substantial experience in Highways Planning and Development legislation. Experience of public presentation at planning committees and planning hearings. Experience of negotiating complex legal agreements. Experience of engineering design standards. Experience of using transport modelling applications. Experience of preparing reports for technical appraisal and public review. Degree in Civil Engineering, or relevant degree with compensatory knowledge, abilities and skill. Working Hours: 9:00 am - 5:00 pm, Monday to Friday Salary: £51,356.00 per annum
