Contract: Temporary, Full-Time (3-month contract) Rate: 40 - 50 per hour (umbrella, dependent on experience) Location: Hybrid (East Midlands-based) Hours: 37 hours per week Closing Date: 4th November 2025 A Local Authority in the East Midlands is seeking an experienced Private Sector Housing Officer to join their Public Protection team on an interim basis. Offering a competitive hourly rate of 40- 50 (umbrella, DOE) , this role provides the opportunity to take on a varied caseload spanning housing inspections, enforcement, grants, and licensing - all within a supportive, hybrid working environment. The Role This is a full-time interim post delivering the Council's private sector housing functions, including housing inspections, enforcement activity, and grant/loan administration. The successful candidate will be proactive, detail-oriented, and confident managing a diverse caseload across single dwellings, HMOs, and mobile home sites. Key Responsibilities Investigate complaints and inspect dwellings under the Housing Health and Safety Rating System (HHSRS) . Prepare detailed inspection notes, schedules of work, and statutory notices. Determine and take appropriate informal or formal enforcement action in line with legislation and council policy. Administer and monitor HMO licensing , ensuring compliance with licence conditions and investigating suspected unlicensed HMOs. Inspect dwellings for grants and loans , assessing eligibility and monitoring works to completion. Prepare cases for civil penalties, prosecutions, and tribunal hearings, giving evidence as required. Liaise with landlords, tenants, agents, and partner organisations (including Fire and Rescue, Planning, and Social Care). Contribute to bringing empty properties back into use and addressing public health nuisances. Essential Requirements Proven experience enforcing Private Sector Housing legislation . Strong knowledge of HHSRS , HMO licensing, and housing enforcement practice. Excellent written and verbal communication skills. Good IT skills, with experience using databases and MS Office applications. Ability to manage competing workloads and meet deadlines. Degree or Diploma in Environmental Health, or Housing Health and Safety Rating System Certificate of Competence (or equivalent relevant qualification). Full UK driving licence and access to a vehicle (designated car user role). Desirable: Experience administering Disabled Facilities Grants (DFGs). Interested? This is a hybrid role, working from the office in Stratford two days a week and agile for three days. Supporting the Neighbourhood Officers and Area Manager to deliver a first class customer experience to residents. You will be supporting the North West London team so a knowledge of this area would be beneficial. Duties include. Provide administrative assistant to the team, ensuring KPI's are met. Working with Officers to fully resolve resident issues and requests at quality and pace. Key duties: Daily welfare checks and responding to any emergency calls. Provide housing management and tenancy sustainment advice, including support for low-level arrears.
