About the Role
We are seeking an experienced Construction Health, Safety & Quality (HSQ) Manager to oversee health, safety, and quality performance across a diverse portfolio of construction and refurbishment projects within a higher education environment.
Working closely with estates, capital projects, consultants, and contractors, you will play a critical role in ensuring that all construction activity is delivered safely, compliantly, and to the highest quality standards while operating within a live campus setting that prioritises the wellbeing of students, staff, and visitors.
Key Responsibilities
Lead and manage Health, Safety, and Quality standards across all construction and capital works projects.
Develop, implement, and monitor HSQ policies, procedures, and management systems aligned with legal, regulatory, and institutional requirements.
Act as the principal HSQ advisor to project teams, estates leadership, and senior stakeholders.
Review and approve contractor RAMS, construction phase plans, and quality documentation.
Conduct site inspections, audits, and investigations, ensuring corrective actions are implemented effectively.
Ensure compliance with CDM Regulations (where applicable), acting as Client Advisor or supporting the Client role.
Promote a positive safety culture appropriate to a live higher education campus, balancing construction delivery with academic operations.
Monitor quality assurance processes to ensure works meet design intent, specifications, and institutional standards.
Deliver HSQ training, briefings, and awareness sessions to internal teams and contractors.
About You
You will be a confident, credible professional with experience managing HSQ within complex construction environments ideally within higher education, healthcare, or similarly sensitive settings.
Essential:
Proven experience in a senior HSQ role within construction or capital projects
Strong working knowledge of UK health & safety legislation and best practice
Experience working with multiple contractors and consultants
Ability to influence and challenge at all levels
Excellent communication and stakeholder management skills
Desirable:
Experience working in a higher education or public-sector environment
NEBOSH Diploma (or equivalent)
Membership of IOSH or relevant professional body
Experience overseeing quality management systems in construction
