The RoleWe are recruiting an experienced Highway Technician (Street Works Inspector) to join a busy Highways & Traffic Management team within a London local authority.
Under the New Roads and Street Works Act 1991 (NRSWA), utility companies are entitled to carry out works on the public highway. As the Highway Authority, the Council has a statutory enforcement duty to ensure works and reinstatements comply with prescribed standards and relevant Codes of Practice.
You will manage inspections and enforcement activity across an assigned area, ensuring safety, compliance, and minimal disruption to the travelling public.
Network OverviewThe authority maintains approximately:
- 420km of carriageways
- 900km of footways
- 30km of segregated cycle tracks
This is a high-volume urban network requiring strong regulatory oversight and proactive enforcement.
Key Responsibilities- Inspect street works and reinstatements to ensure compliance with NRSWA and associated Codes of Practice
- Monitor traffic management arrangements in line with the Safety at Street Works and Road Works (Red Book)
- Attend site meetings to agree traffic management proposals and reinstatement specifications for major works
- Enforce permit and licence conditions, including scaffolding and hoarding licences
- Manage your own programme of inspections and enforcement actions
- Issue defects, notices and take enforcement action where required
- Use Symology and/or Street Manager-compatible systems to record inspections and actions
- Utilise handheld devices for real-time field data collection
- Support the authority's duty to balance network management with minimising disruption to road users
Essential Criteria- NRSWA Supervisor accreditation (mandatory)
- Proven experience as a Street Works Inspector / Technician
- Strong working knowledge of NRSWA legislation and associated Codes of Practice
- Experience reviewing traffic management plans in line with Red Book guidance
- Experience attending site meetings for major works
- Full UK driving licence
- Access to own vehicle for daily use
- Strong IT skills including Microsoft Office
- Ability to manage workload independently and meet strict deadlines
Desirable- Experience using Symology or Street Manager systems
- Experience within a London borough or high-density urban network
