Construction Officer (Asbestos & Compliance) Location: Newport (2 days onsite, 3 days from home) Rate: £197.61 per day (Umbrella) Contract: 6 Months Hours: Monday to Friday, 9:00am - 5:00pmWe are currently recruiting for an experienced Construction Officer (Asbestos & Compliance) to join a busy Local Authority Property Services team on a six-month contract.This is an excellent opportunity for a compliance-focused construction professional with experience in asbestos management, statutory compliance, building surveying, and project management to support the delivery of essential compliance programmes across a diverse property portfolio.Working remotely, you will take responsibility for managing asbestos compliance, statutory testing programmes, and construction-related projects, ensuring that all properties remain compliant with current legislation and health and safety requirements.Key Responsibilities Manage asbestos compliance across a portfolio of buildings and ensure adherence to current legislation and best practice. Coordinate asbestos surveys, re-inspections, and remedial works arising from survey findings. Manage statutory testing programmes and ensure inspections are completed within required timescales. Oversee compliance-related surveys including mansafe testing, safety glazing surveys, and roller shutter/automatic door servicing. Monitor contractor performance and undertake site inspections where required. Act as Project Manager for a range of construction, maintenance, and refurbishment projects. Ensure compliance with CDM Regulations, Health & Safety legislation, British Standards, and Codes of Practice. Liaise with contractors, consultants, stakeholders, building occupants, and senior management. Manage works arising from compliance reports and statutory inspections. Maintain accurate records, compliance databases, and performance reports using Microsoft Excel and other systems. Support the implementation of Health & Safety policies and procedures. Assist with the preparation of specifications, reports, departmental plans, and compliance documentation. Essential Requirements Experience managing asbestos compliance within public sector, housing, estates, facilities, or property environments. Strong knowledge of asbestos legislation, statutory compliance, CDM Regulations, and Health & Safety requirements. Experience managing construction, maintenance, refurbishment, or compliance projects. Ability to oversee contractors and ensure compliance with policies and procedures. Excellent organisational and project management skills. Strong IT skills, including Microsoft Excel and database management. Experience producing reports and maintaining compliance records. Ability to work independently and manage a varied workload. Desirable Experience working within a Local Authority, Housing Association, NHS, Education, or Public Sector environment. Building Surveying, Construction Management, Property Management, or Compliance-related qualifications. Knowledge of property compliance systems and asset management databases.
