Senior Building Surveyor - Swindon Borough Council Job Description Overview We are seeking an experienced Senior Building Surveyor to support the delivery of planned, cyclical and responsive maintenance programmes across a residential property portfolio. The successful candidate will provide technical surveying expertise, manage complex property defects and disrepair cases, oversee contractor performance and ensure compliance with housing standards and relevant regulations. The role requires a surveyor with strong technical knowledge, excellent stakeholder management skills and experience delivering property improvement works within social housing, local authority or residential asset management environments. Key Responsibilities Technical Surveying & Property Inspections Undertake detailed inspections of residential properties and communal areas. Diagnose complex building defects and identify appropriate remedial solutions. Investigate damp, mould, condensation and structural issues. Produce detailed condition surveys, technical reports and specifications. Assess repair liabilities and develop planned maintenance recommendations. Support compliance with housing quality standards and statutory requirements. Disrepair Management Manage housing disrepair cases from inspection through to resolution. Prepare technical reports and schedules of works. Work collaboratively with legal teams, residents and contractors. Monitor progress and ensure timely completion of remedial works. Support early intervention strategies to reduce future disrepair claims. Planned Maintenance & Capital Works Deliver planned maintenance programmes across residential assets. Manage refurbishment and replacement projects including windows, roofing, communal repairs, decorations and heating upgrades. Develop specifications, schedules of work and cost estimates. Monitor project delivery against agreed timescales, budgets and quality standards. Conduct post-inspections and sign off completed works. Contract Management Manage external contractors and consultants. Monitor contractor performance, compliance and quality standards. Support procurement and tender exercises. Certify works and process contract documentation where required. Ensure value for money and effective budget management. Resident & Stakeholder Engagement Act as the technical point of contact for residents and internal stakeholders. Manage sensitive customer cases professionally and effectively. Build strong working relationships across housing management, repairs and asset teams. Support service improvement initiatives and process development. Essential Requirements Qualifications Degree in Building Surveying or related construction discipline.
