Job Description

Role Overview

We are seeking an experienced HR & OD Manager to support the Corporate Head of Communications, HR & OD in delivering a high-quality, professional, and compliant HR service across the Council.

Key Responsibilities

  • Support the Corporate Head of Communications, HR & OD in managing the HR service and deputise in their absence.

  • Provide expert HR advice to managers on complex employee relations matters including disciplinary, grievance, capability, sickness absence, organisational change, and TUPE.

  • Lead and manage HR Business Partners to ensure the effective delivery of HR services across the Council.

  • Partner with managers and senior leaders to support workforce planning, organisational design, performance management, and talent development.

  • Act as lead officer for corporate training and development, including production of the annual training plan and oversight of the Learning & Development strategy.

  • Manage the apprenticeship levy and training budgets (approx. 54,000 per annum), including spend monitoring and allocation of funds.
