Job Title: Principal Civil Engineer Role Overview The Principal Civil Engineer provides technical leadership and oversight for the design, delivery, and assurance of civil engineering works on railway infrastructure projects. This role is responsible for ensuring that all civil designs and construction activities meet regulatory requirements, safety standards, and project objectives, while driving innovation, efficiency, and best practice across the engineering lifecycle. Key Responsibilities Technical Leadership Lead the development and delivery of civil engineering designs for rail infrastructure, including track, earthworks, drainage, structures, and station works. Act as the technical authority for civil engineering within the project, ensuring robust and compliant design solutions. Review, approve, and sign off on design packages, calculations, and technical reports. Provide guidance and mentorship to engineers and design teams. Design Management & Coordination Coordinate multidisciplinary interfaces (e.g., track, signalling, MEP, geotechnical). Ensure integration of civil designs with wider railway systems and operational requirements. Oversee design reviews, risk assessments, and value engineering initiatives. Manage design consultants and ensure deliverables meet programme and quality expectations. Compliance & Standards Ensure all works comply with relevant standards (e.g., Network Rail standards, Eurocodes, UK regulations). Support adherence to safety and engineering assurance processes (e.g., GRIP/PACE or equivalent frameworks). Contribute to hazard identification (HAZID/HAZOP) and risk mitigation strategies. Maintain compliance with environmental and sustainability requirements. Project Delivery Support Provide technical support during construction, including site visits and resolution of engineering issues. Review and respond to technical queries, change requests, and non-conformances. Support constructability reviews and temporary works design where required. Contribute to commissioning and handover documentation. Stakeholder Engagement Interface with clients, contractors, regulators, and third-party stakeholders. Present technical solutions and reports to senior stakeholders and review panels. Support client assurance and approval processes. Innovation & Continuous Improvement Drive the adoption of digital engineering tools (e.g., BIM) and modern construction techniques. Promote sustainable design practices and carbon reduction initiatives. Identify opportunities for efficiency, cost savings, and improved delivery methods. Our client has an opportunity for a Building and Construction Project Leader to join them on a contract basis for 12 months with possible extension. Role : Project Leader Location : Portsmouth - fully onsite Hours : 37 per week Hourly Rate : Up to 40 per hour via Umbrella, inside IR35 Clearance : BPSS required before starting, UK Eyes Only due to project What you'll be doing: Develop, update/manage and monitor a project delivery plan. Identify and manage risks and opportunities. Manage CAPEX business cases from preparation through approval to delivery and project close. Develop detailed design briefs for Building Services design for a range of projects including major plant replacement and refurbishment works. Skilled and competent in IT tools, able to produce and present documentation, reports, technical analysis, cost reports. Experience in SharePoint / MS Project / G suite highly preferred. Application of industry standard design and software Liaising with clients, architects and other design team members. Preparation of reports, drawings and specifications. Able to prepare and manage project external costs from request through approval to completion Developing and maintaining excellent client relationships. Project management of suitable projects Monitoring of installation works on site and observance of technical compliance and H&S matters. Requirements : Ability to lead, motivate and manage a Multi-Functional Project Team (MFT); including external professional staff, i.e. contract managers, client CDM, QS etc. Previous experience ideally within FM as in a senior PM role Experience in Capital Investment Project management, and project delivery is required. ONC / HNC or equivalent in a Building Engineering Services design-related discipline Previous experience of Building Engineering Services Refurbishment in existing buildings with particular emphasis on delivering small to medium sized projects Demonstrable experience of taking projects from inception and feasibility, through design and specification to site monitoring and handover. Ability to develop client brief into construction requirements, including scopes for External Professionals, i.e. architect, structural engineer, systems designers A good practical understanding of mechanical and electrical plant, systems and equipment In relation to engineering design, operation and maintenance across a wide range of sectors and building types Previous experience working within a consultancy environment. Hold relevant level of professional membership i.e. CIBSE, IMechE, IET Ability to communicate effectively with stakeholders.
