About the Role

Our client is seeking an experienced Senior Development Infrastructure Officer to play a key role in the delivery and oversight of developer-funded and third-party highway infrastructure projects. These projects are secured through Section 106 (S106) and Section 278 (S278) agreements and span from planning consent through to final highway adoption.

This position will act as the principal point of contact for developers, contractors, designers, and key stakeholders, ensuring projects progress smoothly while meeting legal obligations, technical standards, and programme requirements.

The successful candidate will oversee technical administration, coordinate project delivery, monitor progress, and ensure compliance with highway legislation, design standards, and health & safety requirements.

Key Responsibilities

  • Manage and oversee the delivery of highway infrastructure projects secured through S106 and S278 agreements.
  • Act as the main liaison for developers, contractors, consultants, and stakeholders.
  • Coordinate technical and administrative processes from planning approval through to highway adoption.
  • Monitor project progress to ensure compliance with legal agreements, engineering standards, and programme milestones.
  • Prepare and manage formal documentation, approvals, and agreements.
  • Secure and manage financial contributions, fees, and infrastructure-related payments.
  • Work collaboratively with internal teams to ensure smooth project delivery.
  • Ensure all work aligns with health and safety regulations and best practice.
  • Maintain strong stakeholder relationships including developers, elected members, and the public.

About You

To be successful in this role, you will bring:

  • Proven experience managing highway infrastructure projects delivered through S106 and S278 agreements.
  • Degree-level education in Engineering or a related discipline, or equivalent professional experience.
  • Strong knowledge of highway legislation, design standards, and construction practices.
  • Experience working with developer-led infrastructure schemes and legal agreements.
  • Excellent communication, negotiation, and stakeholder management skills.
  • The ability to manage multiple priorities and complex technical issues independently.
  • High levels of IT literacy and organisational skills.
  • A collaborative approach with strong problem-solving abilities.

Working Arrangements

The role will initially be office-based in Taunton, with the possibility of hybrid working later in the contract depending on progress and project requirements.
