Position: Planning Officer
Location: Glebe Street, Stoke on Trent, ST4 1RN
Start Date: ASAP
Contract Duration: 3+ Months
Working Hours: 37 hours per week
Pay Rate: £ 39.06 per hour

What We Are Looking For
We are seeking an experienced Planning Officer specialising in Enforcement to manage a varied caseload of planning breaches. You will be confident working independently, handling complex enforcement matters, and engaging with a wide range of stakeholders.

Job Responsibilities

  • Manage and deliver a varied caseload of planning enforcement cases

  • Investigate alleged breaches of planning control and assess appropriate action

  • Prepare and issue enforcement notices, breach of condition notices, and related documentation

  • Conduct site visits and inspections across the borough

  • Gather evidence and prepare reports for legal proceedings where required

  • Liaise with internal teams, elected members, developers, agents, and the public

  • Negotiate resolutions to planning breaches where appropriate

  • Ensure cases are progressed within set timescales and in line with legislation

  • Maintain accurate and up-to-date records of enforcement activity

  • Support legal proceedings and attend hearings where necessary


Person Specification
Must Have

  • Relevant qualification in Town Planning or related field or eligibility for Chartered Membership of the RTPI

  • Proven experience in planning enforcement within a local authority setting

  • Experience managing a substantial and varied enforcement caseload

  • Strong knowledge of planning legislation and enforcement procedures

  • Ability to manage workload effectively and meet deadlines

  • Strong investigative, analytical, and decision-making skills

  • Excellent communication and negotiation skills

  • Ability to engage with a wide range of stakeholders, including the public and elected members

  • Ability to travel efficiently between development sites

Nice to Have

  • Chartered membership of the RTPI

  • Experience attending hearings or supporting legal proceedings

  • Experience working within a similar local authority environment

  • Strong report writing and presentation skills

  • Experience handling complex or contentious enforcement cases
