A new workstream, known internally as Flocking and within HMRC as the Adaptive Detection System for Counter Fraud, is being established to transform fraud detection capabilities across HMRC. This innovative programme aims to move fraud detection from reactive, rules-based approaches to a proactive, automated capability that identifies organised fraud networks and hidden relationships across large-scale datasets. The platform will enable investigators to uncover complex fraud patterns across banking, VAT, Self-Assessment, PAYE and other services in hours rather than weeks.
