Job description
The Tax Profession Capability (TPC) Programme is transforming how HMRC develops, supports and grows its Tax Professionals. Through new capability frameworks, learning pathways, career development opportunities and professional standards, the programme will help build a future-ready workforce capable of meeting HMRC's strategic objectives and improving compliance outcomes.
As a Programme Support Officer, you will play a key role in supporting the successful delivery of this high-profile transformation programme. Working across multiple projects and alongside the Programme Management Office (PMO), you will provide programme controls, governance, reporting and stakeholder support that enables effective decision-making and delivery. This role is ideal for someone who enjoys working in a fast-paced environment, is highly organised, and can confidently manage multiple priorities whilst working with colleagues at all levels.
- Maintain programme action, risk, issue, dependency and milestone logs, ensuring information is accurate, up to date and managed effectively.
- Support Programme Managers and senior leaders in coordinating and prioritising activity across the programme.
- Provide governance and secretariat support for programme and project boards, including preparing agendas, papers, actions and meeting outputs.
- Manage programme documentation and configuration management, ensuring effective information management and version control.
- Plan and coordinate key programme meetings, workshops and events, engaging with stakeholders across HMRC and external partners where required.
- Produce high-quality dashboards, reports and programme documentation, translating information from multiple sources into clear management information.
- Support programme planning, scheduling and reporting activities, ensuring robust programme controls are maintained.
- Assist with stakeholder engagement and communications, helping to keep teams informed and aligned on programme priorities, progress and key decisions.
- Monitor progress against plans and support the escalation and resolution of risks, issues and delivery challenges.
- Contribute to continuous improvement of programme management processes and ways of working.
Person specification
We are seeking a self-motivated individual with strong organisational abilities who is comfortable working with colleagues and senior leaders across organisational boundaries. The individual will be able to build strong relationships and join the dots.
They will need to be able to balance priorities and work in a fast-paced environment and working through ambiguity.
The post-holder will not be expected to be a subject matter expert in all areas but will be expected to proactively join the dots, spot emerging issues, and ensure information is accurate.
Essential Criteria
- Experience of working within a project, programme, transformation, or delivery environment, supporting the successful delivery of objectives and outcomes.
- Proven ability to plan, organise and prioritise your workload, managing multiple tasks effectively and delivering to deadlines within a complex and fast-paced environment.
- Demonstrated adaptability and resilience, responding positively to changing priorities and requirements while maintaining a high standard of support and service delivery.
- Strong communication skills, with the ability to convey information clearly and professionally, both in writing and verbally.
- Experience of building and maintaining positive working relationships with a wide range of stakeholders, including senior leaders and colleagues across different teams.
- Ability to gather, analyse and present information accurately to support decision-making, demonstrating excellent attention to detail.
- An understanding of project and programme management principles and processes, or a willingness to develop knowledge and skills in this area.
- Experience of working within a tax environment, or demonstrate ability to rapidly learn and apply complex policy, guidance and business processes.
Desirable Criteria
- Experience in using Office 365 products including Power BI.
- Project Management Qualifications.
