Role Overview
Leads the people and organisational change aspects of the Procurement and Contract Management transformation programme, ensuring that organisational design, workforce transition, employee engagement, capability development and change adoption are successfully delivered. The role will work closely with HR, trade unions, managers and programme stakeholders to design and implement a sustainable workforce model which supports the transition to the new hybrid hub-and-spoke operating model and embeds new ways of working across the Council. The postholder will provide specialist leadership on organisational change, consultation, workforce impact assessment, recruitment, mobilisation, learning and development and organisational readiness to ensure successful implementation of the target operating model.
Key Responsibilities
Organisation Design & Workforce Planning
Lead the people and organisational change workstream for the Procurement and Contract Management transformation programme, ensuring organisational design, workforce transition, employee engagement, capability development and change adoption activities are successfully delivered.
Build on current plans to further define the target resource and capacity model, ensuring alignment to delivery demand, procurement pipeline and service requirements across the organisation.
Establish clear roles, responsibilities and accountabilities, ensuring alignment to category ownership and enabling a shift to active, delivery-focused commercial capability.
Workforce Transition & Employee Relations
Develop and deliver workforce transition plans, including consultation, implementation and realignment of existing staff into the new operating model.
Lead engagement with Trade Unions, employee representatives, HR and management teams to support consultation activities, organisational change processes and workforce transition arrangements.
Support the recruitment and mobilisation of new roles, ensuring the function has the capability required to deliver transformation and ongoing business-as-usual activity.
Change Management & Readiness
Develop and implement change management approaches that build understanding, engagement and adoption of the new operating model, ensuring employees are supported through organisational change and role transition.
Develop and coordinate workforce communications and engagement activity, ensuring clear and consistent messaging throughout programme delivery.
Establish organisational readiness assessments and transition criteria to ensure that people, structures, capabilities and behaviours are in place to support successful implementation of the target operating model.
Ensure clear role clarity and alignment between programme, procurement and service teams, supporting effective collaboration and end-to-end accountability.
Capability, Culture & Sustainability
Lead the development of capability frameworks, competency models, learning pathways and professional development programmes to support the transition to category management and improve commercial, procurement and contract management capability across the Council.
Support the development of a high-performance commercial culture by promoting accountability, collaboration, category ownership, value for money and consistent commercial decision-making across the organisation.
Embed new organisational structures and ways of working into business as usual, ensuring sustainability beyond programme delivery.
