Finance Business Partner SEND Reforms
Location
City Hall, 64 Victoria Street, Westminster, London, SW1E 6QP
Hybrid working available with an agile and flexible work style
Start Date
ASAP (Target start date: 17 August 2026)
Contract Duration
26 weeks (Temporary contract)
Working Hours
36 hours per week
Pay Rate
PAYE: £220.00 per day

Job Responsibilities
  • Provide financial business partnering support to the SEND Reforms programme.
  • Work with SEND managers and budget holders to provide financial advice and insight.
  • Support budget setting, monitoring, forecasting and financial planning activities.
  • Deliver accurate financial reporting, including monthly close-down processes and reconciliations.
  • Improve financial and operational reporting through better data quality and processes.
  • Cleanse, validate and reconcile data across financial systems, Eclipse and Power BI.
  • Identify and resolve reporting issues, including historical data inaccuracies and backlogs.
  • Support financial modelling, analysis and business case development.
  • Strengthen financial governance and promote effective budget management.
  • Build strong working relationships across Finance, Children s Services and wider Council teams.
  • Contribute to service improvement, transformation projects and value-for-money initiatives.
  • Ensure compliance with financial regulations, Council policies and governance requirements.
Person Specification
Must-Have Requirements
  • Experience working in a finance role within a large or complex organisation.
  • Experience supporting budget setting, monitoring and forecasting.
  • Strong knowledge of financial planning, reporting and financial management principles.
  • Experience undertaking financial analysis, modelling and data reporting.
  • Ability to identify and resolve data inconsistencies.
  • Strong analytical and problem-solving skills.
  • Excellent written and verbal communication skills.
  • Ability to manage competing priorities and deliver high-quality work to deadlines.
  • Experience building effective relationships with operational and financial stakeholders.
  • Understanding of local government or public sector finance challenges.
  • Commitment to equality, diversity and inclusion.
  • AAT qualification or equivalent relevant finance experience.
  • Degree qualification or equivalent relevant experience.
  • Part-qualified CCAB/CIMA (or equivalent) or actively working towards a recognised accountancy qualification.
Nice-to-Have Requirements
  • Experience supporting SEND services or children s services within a local authority environment.
  • Experience using financial reporting tools such as Power BI or similar systems.
  • Experience supporting transformation programmes or organisational change projects.
  • Experience developing financial procedures, guidance and reporting improvements.
  • Experience working collaboratively with multiple teams and external partners.
